Minister of Defence Launches Enterprise Content Management System (ECMS)

The Honourable Minister of Defence, General Christopher Gwabin Musa, on Tuesday, 23rd December 2025, formally launched the Enterprise Content Management System (ECMS) of the Ministry of Defence, marking a major milestone in the Ministry’s drive toward digital transformation and efficient public service delivery.
The launch ceremony took place at the Permanent Secretary’s Conference Room, Ship House, Area 10, Garki, Abuja, and was attended by top government functionaries, senior military officers, and key stakeholders within the Ministry.
Among the dignitaries present were the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, OON, MNI, and the Permanent Secretary of the Ministry of Defence, Mr. Richard Pheelamilo Pheelangwa, alongside directors and senior officers of the Ministry.
Speaking at the event, General Musa described the ECMS as a critical tool for modern governance, emphasizing that the system would significantly enhance efficiency, transparency, accountability, and record management within the Ministry of Defence. He noted that the adoption of digital solutions aligns with the Federal Government’s broader reforms aimed at strengthening institutional capacity and improving service delivery across Ministries, Departments, and Agencies (MDAs).
“The Enterprise Content Management System will streamline official processes, reduce paperwork, improve document security, and ensure faster decision-making within the Ministry,” the Minister said. He further commended the Ministry’s management and technical team for their commitment to embracing innovation in support of national defence administration.
In her remarks, the Head of the Civil Service of the Federation, Mrs. Walson-Jack, applauded the Ministry of Defence for being at the forefront of digital reforms in the public service. She noted that the deployment of ECMS supports the Federal Civil Service Strategy on digitalization and paperless operations, adding that such initiatives are essential for building a more responsive and efficient civil service.
Earlier, the Permanent Secretary, Mr. Richard Pheelangwa, explained that the ECMS is designed to centralize document creation, storage, retrieval, and workflow management across the Ministry. According to him, the system will not only improve internal coordination but also enhance data integrity, institutional memory, and compliance with government regulations.
The launch concluded with a live demonstration of the ECMS, showcasing its key features and operational benefits. Participants expressed optimism that the system would transform administrative processes within the Ministry of Defence and serve as a model for other government institutions.
The introduction of the Enterprise Content Management System underscores the Ministry of Defence’s commitment to innovation, efficiency, and good governance, as it continues to support national security objectives through modern administrative practices.
