The Chairman of the Abuja Chapter of the Presidential Amnesty Programme (PAP), General Prince Omoko, has commended the Administrator of the Programme, Chief Dr. Dennis Otuaro, PhD, for his exemplary, visionary, and people-centered leadership since assuming office.
Speaking with journalists in Abuja, General Omoko praised Dr. Otuaro’s innovative approach to education, human capital development, and peace-building initiatives, noting that these efforts have significantly transformed the lives of beneficiaries across the Niger Delta region.
According to him, the renewed focus on the educational scholarship scheme and human capital development under Dr. Otuaro’s administration has expanded opportunities for youths and ex-agitators, equipping them with skills, education, and leadership capacity needed for sustainable livelihoods and long-term peace in the region.
“Since Chief Dr. Dennis Otuaro took over as Administrator of the Presidential Amnesty Programme, his vision and innovation—particularly in education and human capital development—have positively transformed many lives in the Niger Delta,” Omoko said.
General Omoko also commended the ongoing Alternative Dispute Resolution (ADR) and leadership training programmes, describing them as impactful initiatives that have helped beneficiaries develop conflict-management skills, leadership competence, and a renewed sense of responsibility.
“The leadership and ADR training programmes have brought visible transformation to the lives of beneficiaries. These initiatives are helping to build responsible leaders who can contribute meaningfully to peace, unity, and development,” he added.
However, the Abuja PAP Chairman used the opportunity to appeal to the Programme’s leadership to extend greater inclusion to PAP leaders and beneficiaries resident in Abuja and other parts of Northern Nigeria.
He noted that many beneficiaries living outside the Niger Delta region, particularly in the northern part of the country, have not adequately benefited from several programmes rolled out by the PAP.
“We respectfully request the inclusion of leaders and beneficiaries who are resident in Abuja and the northern part of the country. Many of us have not been benefiting from some of the programmes despite our commitment to the goals of the Amnesty Programme,” Omoko stated.
General Omoko reaffirmed the unwavering support of the Abuja Chapter for Dr. Otuaro, assuring that beneficiaries and leaders under the chapter would continue to promote peace, unity, and the objectives of the Presidential Amnesty Programme.
“We will continue to support and encourage the Administrator to diligently carry out his duties so that the Programme can achieve its mandate and record even greater success,” he concluded.
The Presidential Amnesty Programme remains a key federal initiative aimed at sustaining peace in the Niger Delta through empowerment, education, and reintegration of former agitators into society.
