Abuja PAP Chapter Chairman Grneral omoko Applauds Otuaro’s Visionary Leadership, Calls for Greater Inclusion of Abuja-Based Beneficiaries

The Chairman of the Abuja Chapter of the Presidential Amnesty Programme (PAP), General Prince Omoko, has showered praises on the Administrator of the Programme, Chief Dr. Dennis Otuaro, PhD, for what he described as outstanding, visionary, and transformative leadership since assuming office.
Addressing journalists in Abuja, General Omoko said the current administration of the Presidential Amnesty Programme has recorded remarkable progress in youth empowerment, education, peace-building, and human capital development across the Niger Delta region.
He noted that under Dr. Otuaro’s leadership, the PAP has experienced renewed energy, strategic direction, and innovative policies, particularly in the educational scholarship scheme, which has provided beneficiaries with access to quality education both within and outside Nigeria.
“The scholarship programme under Chief Dr. Dennis Otuaro has been repositioned to deliver real impact. Many beneficiaries who once had limited opportunities now have access to higher education and professional training that will secure their future and that of their communities,” Omoko stated.
The Abuja PAP Chairman further highlighted the importance of the human capital development initiatives, describing them as critical to achieving sustainable peace and economic empowerment in the Niger Delta.
According to him, the programmes have empowered beneficiaries with vocational skills, leadership capacity, and entrepreneurial knowledge, enabling them to become productive contributors to national development rather than dependents.
General Omoko also commended the ongoing Alternative Dispute Resolution (ADR) and leadership training programmes, which he said have helped beneficiaries embrace dialogue, tolerance, and peaceful conflict resolution.
“The leadership and ADR training has reshaped the mindset of participants. It has transformed beneficiaries into ambassadors of peace who now understand the value of dialogue over conflict and cooperation over confrontation,” he said.
While applauding these achievements, General Omoko appealed to the PAP management to ensure inclusive participation of leaders and beneficiaries resident in Abuja and other parts of Northern Nigeria.
He explained that many PAP beneficiaries relocated outside the Niger Delta for education, work, or family reasons, yet continue to identify strongly with the Programme and its objectives.
“We humbly request that the leadership of the Presidential Amnesty Programme considers beneficiaries and leaders who are resident in Abuja and the northern part of the country. Many of us have not benefited from several programmes rolled out over time, despite our loyalty and continued support for the Programme,” he appealed.
He stressed that inclusion would further strengthen unity among beneficiaries nationwide and deepen their sense of belonging to the Programme.
General Omoko reaffirmed the total support of the Abuja PAP Chapter for the Administrator, assuring that members would continue to promote peace, stability, and the core mandate of the Presidential Amnesty Programme.
“We remain committed to supporting Chief Dr. Dennis Otuaro in the diligent discharge of his duties. His success is the success of the Programme and the success of the Niger Delta people at large,” he said.
He urged beneficiaries to remain law-abiding, patient, and focused, while calling on all stakeholders to continue supporting the Federal Government’s efforts to consolidate peace and development in the Niger Delta.
The Presidential Amnesty Programme, established to address militancy in the Niger Delta, continues to play a critical role in promoting peace through education, empowerment, reintegration, and sustainable development initiatives.
